Slow refueling

My '06 3500 diesel quad cab suddenly developed a refueling rate problem. The max I can pump without spilling the fuel or shutting off the nozzle valve is about 1.2 gallons per minute, resulting in 25 minutes used to put in 30 gallons. Any suggestions as to the problem or a solution? Is there a vent valve that is stuck? thanks

not sure about the dodge trucks, but my brother inlaw has an 07' f150 and an 08' ford escape both with the same problem. its from driving a lot of gravel roads. Its some sort of breather that is plugged. but on those vehicles they want about $2500 to fix each vehicles. Im thinking they probably have to drop the fuel tanks to get at the problem. again, im not sure about the dodge trucks but the problem sounds the same. it takes 30min or more to fill the tanks.

There are vent hoses off of the 2 rollover valves, one on the front half of the tank, one on the rear half, drapes over the side of the tank.
