It started out stalling at low idle
Getting Check Engine light EGR Code
My kid drove truck to walmart and when he came out he could not get the truck to start
I changed Plugs, Cap & Rotor. Removed & cleaned EGR Valve
Any ideas?

How do you know the vacuum solenoid connected to the valve isn't the issue??? With an EGR code, it's better to replace the entire valve, which should come with the vacuum solenoid.

The local auto parts store don't carry it so I will order it. I was not certain that an EGR could cause an engine from not starting. however it was the only error code we were getting.

They didn't have 4 digit codes in 95. 12 would be Battery was disconnected. 55 would be Display not shown on DRBIII scan tool display. Do you mean the Crankshaft Position Sensor??? Because there is not a traditional cam sensor on a 3/9L/5.2L/5.9L, the dustributor pick-up takes the place of it. Check the basics. Does it have spark??? Does it have fuel pressure??? Using a pressure gauge what is fuel pressure???
