OK. There is a TSB for that. The electric radiator fan doesn't actually cool the radiator, it's for the A/C condensor, which is left of the radiator. In cold weather climates, snow and water blow into the condensor fan shroud, and freezes the fan. This causes the 25A fuse in the IPM (Fuse block next to battery) to pop. The TSB has you replace the fuse, replace the shroud, and the fan motor. The fan blade is transfered to the new motor. It also has you reflash the PCM.

Now here's where things change, and the TSB was never changed to reflect the change. The condensor fan and shroud assembly was revised in 2004. So instead of installing a new fan motor and shroud, you get a shroud complete with the fan motor and blade completely assembled. The fan motor has a different connector, so you need a jumper harness as well. The other change is the fuse. It was determined the 25A fuse was not adequete enough for the fan, so instead you install a 30A fuse in it's place.

So, first check the 25A fuse. If blown, get a 30A fuse, the new fan shroud assembly (should look like a spider on the back, the original shroud was less open and flatter in the back), the jumper harness, and the O-rings and gaskets for the A/C lines going to the condensor, as you have to transfer the condensor to the new shroud, and that require discharge of the A/C system. Check underhood for authorized software modification labels dated 2003 or after. If you don't see any then you'll need to have the PCM reflashed.
